This part of the book prepares your computer running windows to connect to your VPS

First, if you haven't already, consider getting a VPS from slice host or Linode. The VPS Providers allow you to run IRC servers (thats right servers, not just clients) and have the best possible hardware setup.

The following tutorials should work on a VPS with atleast 256 Memory. You may however prefer a VPS with 1024 MB RAM for best performance.

Chose Ubuntu 7.10 as the OS
In Slicehost you can click on your slice name and then click on Build to chose your OS.

Install Putty on your computer from:

Configure Putty according to connect to your server
Write in the IP Address received in the E-Mail sent to you by your VPS provider

enter root as your user name
copy paste the password given to you by your host in the E-Mail sent to you.

You can paste in the password by right clicking your mouse on the putty screen. You can also copy text on the putty screen by highlighting the text.

About 6 months back I bought the ASUS EEE 701 with windows xp home (starter edition doesn't support networking) and a gig of RAM.

A month or 2 ago the 1000H in arrived in India and if I were to buy a new net book (ultra portable computer with no CD or DVD drive but with wireless and LAN connectivity, USB ports, monitor port and a SDHC memory card reader) it would be the ASUS EEE 1000H since its future proof as the following article proves it runs Windows 7 (the next version of windows to be released) quite well:
